New energy routes in South-East Europe
and human rights protection - inter-sectoral conference - Participants of this conference: 1. Countries represented at this conference are energy link between fossil fuel suppliers in Russia and Middle East, and users in EU and neighboring countries; 2. Path of oil and gas pipelines is determined by energy interests of the EU, USA and Russia, as well as by interests and needs of countries involved in each project; 3. Pipeline projects have to be realized in accordance with environmental requirements, on the basis of cost-benefit analysis which should include risk assessments as well as environmental impact; 4. Whenever possible oil pipeline projects should be planned in order to avoid necessity of transport of oil by sea, while preferring oil transport by land based pipelines; 5. Countries involved in energy network projects should use that opportunity to enhance their development, obeying EU energy and ecology directives, International Energy Charter with protocols, as well as international conventions related to environmental risks; 6. Participants therefore encourage governments and international institutions to design, plan and fund energy infrastructure, in compliance with the Aarhus convention principles, with an aim of developing of competitive and transparent energy markets, avoiding increase of transit rents; 7. Participants recognize an importance of the link between well functioning energy markets and energy security with good governance and poverty reduction; 8. Participants stress requirement for a collection of relevant documents (including SEE Energy Community Treaty with EU energy and environmental acquis it prescribes, International Energy Charters with protocols, as well as other relevant documents), to be published in local languages with reference to local ratification instruments; 9. Establishing of network of oil and gas pipelines should be matched with establishing of support of renewable energy sources by means of state subsidies, respecting the most recent technology solutions, while aiming to decentralization and diversification of energy supply. |
