Experiences of Truth and Reconciliation Commissions - Modeling the Mandate for RECOM

The project proposal entitled: “Experiences of Truth and Reconciliation Commissions - Modeling the Mandate for RECOM” had  its goal to host international experts and members of truth and reconciliation commissions from Peru, East Timor, South Africa and Sierra Leone along with members of the working group for the mandate of the regional Coalition for RECOM and civil society organizations (CSO’s) who are dealing with the past in order to exchange experiences, knowledge and expertise in the work of truth and reconciliation commissions. The aim was to discuss efficiency of the mandates that defined the work of different truth and reconciliation commissions on the general level, but also to brainstorm and draft the model of the most efficient mandate for future regional commission for the States of Former Yugoslavia. The proposed themes for the closed meeting and consultations were: the relationship between commission headquarters and regional offices, the legal qualification of the commissions’ work, binding commission results, naming the perpetrators of the crimes, relationship of truth and reconciliation commission and state prosecution, determing the casues and facts of the committed crimes.

The project proposal entitled: Dealing with the past – Critical Assessment of the Impact of the ICTY on the States of former Yugoslavia” consisted of one main activity, an international conference that  took place in Dubrovnik from June 11 to 14, 2009. This wass the first project on this topic, which our Center proposed for the East-East Program support.

The conference was focused on the legacy of the ICTY and its impact on the states of former Yugoslavia in regard to local war crimes trials, the development of substantive criminal law and societies at large. It will gather diverse audience: international and domestic experts in criminal law, NGO monitors of war crimes trials, participants of the Judicial Academy, historians, sociologists, human rights activists, judges, state prosecutors and international organizations/institutions that work on this issue.

 

 
Access to Justice through the Perspective of Free Legal Aid

The idea for organizing the regional seminar entitled:” Access to Justice: Lessons Learned from One Year of Experience in the Implementation of the Free Legal Aid Act in Croatia” is based on documented problems and difficulties in the implementation of the Free Legal Aid Act in Croatia. These problems are demonstrated by a small number of received and approved applications for free legal aid, as well as negative opinions of professional interest groups about the Act. Therefore, the aim is to open a discussion about the Free Legal Act and its implementation that would be attended by all relevant and interested stakeholders. The intention of the organizers is to give the participants the opportunity to express their opinions and recommendations, which would contribute to the improvement of the free legal aid system in Croatia.

"Suočavanje s prošlošću - poboljšanje institucionalne zaštite žrtava rata u poslijeratnom kontekstu" se sastoji od jedne osnovne djelatnosti - poludnevnog regionalnog NVO foruma o ratnim zločinima pod nazivom: "Razvoj svjedocima i žrtvama sustav podrške  svjedocima i žrtvama u Hrvatskoj", koja je  se odvijala u Centar za ljudska prava u listopadu u Zagrebu. Ovo je drugi projekt na tu temu, koju je naš Centar predlažio East-East programu potpore.

 
Zagovaranje implementacije Konvencije o pravima osoba s invaliditetom u Hrvatskoj

Centar je jedan od partnera u projektu zagovaranja implementacije Konvencije o pravima osoba s invaliditetom u Hrvatskoj. Vodeću ulogu ima Udruga za samozastupanje, a drugi partneri su Udruga za promicanje inkluzije i Ured UNDP-a. 

U okviru projekta provest će se nekoliko aktivnosti s ciljem zagovaranja i ubrzavanja procesa implementacije Konvencije u Hrvatskoj. Samozastupnici u Zagrebu, Bjelovaru, Osijeku i Slavonskom Brodu biti će educirani o Konvenciji i ljudskim pravima. Jedan od rezultata ovog procesa edukacije biti će i brošura o pravima iz Konvencije u lako razumljivom obliku, koja će tekst Konvencije učiniti dostupnim osobama s intelektualnim teškoćama.
U okviru projekta izvršit će se analiza prijevoda Konvencije na hrvatski jezik i njezinog utjecaja na život i položaj osoba s intelektualnim teškoćama u društvu. Analiza će biti predstavljena javnosti na konferenciji koja će, povodom obilježavanja prve obljetnice stupanja Konvencije na snagu, biti održana u svibnju 2009. godine Zagrebu.
