2. Prosinca 2011. u Centru za ljudska prava održana je prva tiskovna konferencija Koalicije za život u zajednici koju čine: Udruga za samozastupanje, Udruga za promicanje inkluzije, Hrvatska udruga gluhoslijepih osoba Dodir, Hrvatski savez slijepih, Centar za ljudska prava, Udruga za društvenu afirmaciju osoba s duševnim smetnjama, Udruga za promicanje istih mogućnosti (UPIM) i Udruga roditelja djece s posebnim potrebama Put u život – PUŽ.

Tiskovna konferencija održana je s ciljem predstavljanja Koalicije, te njezinih aktivnosti javnosti, te povodom obilježavanja Međunarodnog dana osoba s invaliditetom.

UN-ov Ured Visoke povjerenice za ljudska prava podržao Inicijativu za osnivanje REKOM-a

Pomoćnik Glavnog tajnika UN-a za ljudska prava, Ivan Šimonović, razgovarao je 15. studenoga 2011. godine u sjedištu UN-a u New Yorku sa izaslanstvom Koalicije za REKOM, i tom prilikom izrazio neupitnu podršku Ureda Visoke povjerenice za ljudska prava (OHCHR) Inicijativi za osnivanje REKOM-a. Gospodin Šimonović je obećao pomoć Ureda Viskoke povjerenice u koordinaciji komunikacije između nacionalnih institucija u čijoj je nadležnosti donošenje odluke o osnivanju zajedničke regionalne, međudržavne komisije za utvrđivanje činjenica o ratnim zločinima i drugim teškim kršenjima ljudskih prava.

14. studenog u organizaciji Pravne klinike Sveučilišta u Zagrebu i Veleposlanstva Velike Britanije, te uz sudjelovanje partnera Centra za ljudska prava i Ureda Pučkog pravobranitelja, održana je konferencija REFORM OF LEGAL AID SYSTEM – THE FUTURE OF LEGAL ADVICE?

Konferencija je ponovno propitala sustav besplatne pravne pomoći s aspekta korisnika i pružatelja, dajući naglasak na potrebne promjene načina kreiranja zakonskih rješenja u ovome području, kao i rješenja koje nudi sadašnji Zakon o besplatnoj pravnoj pomoći. Posebno je istaknuta važnost sutava besplatne pravne pomoći za zaštitu ljudskih prava i rasterećenje pravosuđa te u tom kontekstu naglašena važnost dostušnosti pravnog savjeta i pravne informacije.

PLATFORMA 112 - za Hrvatsku vladavine prava

Oformljena je platforma organizacija za zaštitu i promociju ljudskih prava u Hrvatskoj pod nazivom Platforma 112, okupljena povodom praćenja stanja ljudskih prava i vladavine prava u kontekstu završetka pregovora Republike Hrvatske s Europskom unijom zahtijeva drugačiju Hrvatsku - Hrvatsku u kojoj je vladavina prava stvarno uporište djelovanja pojedinaca, institucija i političke elite.

U prilogu pogledajte poziv strankama, koalicijama i nezavisnim listama da se, prije izlaska građana i građanki na birališta, javno očituju o 112 konkretnih zahtjeva grupiranih u pet prioritetnih područja, koji će, ukoliko se ostvare, osigurati vladavinu prava.

Informacijske tehnologije u obrani demokracije i ljudskih prava

U sklopu sajma Inforestart, 10. studenog održana je javna tribina na temu informacijskih tehnologija i kako one pomažu u obrani demokracije i ljudskih prava. Gosti izlagači bili su Vjeran Piršić, Tomislav Medak i Radoslav Dejanović dok je raspravu moderirao Aron Pecnik ispred Centra za ljudska prava u Zagrebu. Događaj je organiziran u sklopu Interlibera odnosno INFO RESTARTA na zagrebačkom velesajmu.

Izlagači, javni aktivisti,  su svaki izložili teme kojima se bave. Tako je ekolog Vjeran Pršić progovorio o  projektu "Družba Adria" i njegovom spornom djelovanju na okoliš i uništavanje prirodnih bogatstava jadranske obale. Moderne tehnologije pomogle su u bojkotu cenzure masovnim slanjem e-pošte na redakciju HRT-a. Naime, trebao je biti prikazan dokumentarac na temu štetnosti "Družbe Adria", ali on je u zadnjem trenutku skinut s programa.

Filozof Tomislav Medak govorio je o pokretu "Pravo na grad" i načinu na koji se organizirala cijela kampanja. Korištenje društvenih mreža privuklo je kritičnu masu i pomoglo kampanji da dobije medijsku pozornost i postigne određeni uspjeh u javnosti.

Radoslav Dejanović, novinar, pozitivno je ocijenio Internet kao globalni medij u kojem primatelj dobiva sirove informacije u trenutku kad su se one dogodile. Za njega je on ultimativno sredstvo demokracije i zaštite ljudskih prava.

Pojedinci iz publike naglasili su mogućnost manipulacije Internetom kao masovnim medijem, ali i pozitivnim učincima stvaranja grupa za pritisak na pojedine organizacije i vlade kako bi se provele mjere za javno dobro.

Izglasan novi Kazneni zakon

21. listopada 2011. godine u Hrvatskom saboru izglasan je novi Kazneni zakon koji donosi mnoge novine u području zaštite te kažnjavanju kršenja ljudskih prava, koji će se početi primjenjivati 1. siječnja 2013. godine. Doprinos Centra za ljudska prava vidljiv je kroz organiziranje javnih rasprava o nacrtu Zakona te uključivanje zainteresirane javnosti u iste, na kojima su predstavljene zasebene cjeline unutar novog Kaznenog zakona, poput Zaštite ljudskih prava i Zaštite okoliša.

Usvojen novi Zakon o Pučkom pravobranitelju - regulirano pripajanje Centra uredu PP-a

Zakon o pučkom pravobranitelju donesen je na 24. sjednici Hrvatskog sabora 21. listopada 2011. (76 glasova "za", 1 "suzdržan"), nakon što je raspravljen na sjednici Odbora za Ustav od 14. listopada,na kojoj su bili predstavnici svih pravobraniteljskih institucija i Centra za ljudska prava. Ovim zakonskim rješenjem planirano je pripajanje Centra za ljudska prava Uredu pučkog pravobranitelja 1. srpnja 2012. godine, kada Zakon stupa na snagu.

 
Presuda za diskriminaciju LGBT osoba

Franju Jurčevića, župnika iz Kastva, sudsko  je vijeće, proglasilo krivim za diskriminaciju i uznemiravanje LGBT osoba sukladno Zakonu o suzbijanju diskriminacije.

Sudsko vijeće županijskog suda u Rijeci kojim je predsjedala sutkinja Ivanka Maričić Orešković proglasilo je Jurčevića krivim zbog članaka "Beogradski poučak" i "Koliko mi je poznato do sada niti jedan novinar u Hrvatskoj nije osudio perverzije lezbijki i homoseksualaca u Španjolskoj", objavljenih na njegovom blogu 10. studenog 2010., utvrdivši da je diskriminirao, poticao na diskriminaciju i uznemiravao po osnovi spolne orijentacije nazivajući LGBT osobe "bolesnima", "perverznima", "besramnim jadnicima", "osobama bolesnih usmjerenja", "nenormalnima", "perverznim i nastranim osobama".

Sud je Jurčevića obvezao da o svom trošku, u roku od osam dana, objavi presudu u Jutarnjem listu i Novom listu, te mu je zabranio daljnje pisanje tekstova na blogu "zupnik.blog.hr" na način da osobe diskriminira po osnovi spolne orijentacije. Kastavskom župniku sud je također naložio da u roku od osam dana ukloni sporne tekstove sa svoje stranice.

Udružnu tužbu su podigle udruge civilnog društva: Lori, Zagreb Pride, Queer i Centar za mirovne studije.

PREDIZBORNA KAMPANJA NIJE IZGOVOR ZA POTICANJE NETRPELJIVOSTI

Izjava Josipa Đakića na predizbornom skupu u Osijeku 5. listopada 2011.. "Ranko, Rajko, Zoki, Veljko, Rade ... Mislio sam da sastavljaju srpsku vladu a ne hrvatsku", neprihvatljiva je i predstavlja primjer izražavanja netrpeljivosti prema pripadnicima srpske nacionalne manjine. Pri tome je nevažna činjenica da se izjava odnosi na osobe koje su hrvatske nacionalnosti.

Ova izjava izravno potiče na diskriminaciju, što je zabranjeno Zakonom o suzbijanju diskrimacije.

Zabrinjavajuća je činjenica da ovaj ispad netrpeljivosti i poticanja na etničke podjele među građanima Republike Hrvatske, nije naišao na trenutačnu osudu i ograđivanje prisutnih na ovom stranačkom skupu, ali je za očekivati da će to uslijediti naknadno.

Predizborna kampanja ne može biti izgovor za ovakve ispade, pa upozoravam da u predstojećem nastavku kampanje sudionici trebaju pokazati svijest o temeljnim vrijednostima na kojima počiva svako demokratsko društvo, tj. vrijednostima koje su univerzalne i traju malo dulje od predizborne kampanje.

Kao dio projekta WissenWerte koje se bavi političkom edukacijom mladih za demokratsko građanstvo, njemačka neprofitne organizacije E-politik i Edeos objavili su animirani video o ljudskim pravima. Trenutno postoje njemačka, engleska, španjolska i francuska verzija filmića dok su arapska i kineska u pripremi.

Cilj ovog video klipa jest poticanje na dubinsko promišljanje o ljudskim pravima, mehanizmima  i institucionalnim okvirima izgrađenim oko širokog područja ljudskih prava, kao i uvod u aktualne rasprave i izazove vezane uz pitanja iz područja ljudskih prava.

Ženska platforma 2011.

Ženske feminističke organizacije CESI i Babe! iz Zagreba, Domine iz Splita, CGI iz Poreča i Delfin iz Pakraca izradile su Žensku platformu 2011. koju Centar za ljudska prava podržava. Ženska platforma predstavlja zahtjeve žena političkim strankama uoči parlamentarnih izbora 2011. godine, a nastala je kao rezultat razgovora koje su sa ženama diljem Hrvatske vodile aktivistice naših organizacija.

altNakon duge i teške bolesti u nedjelju je u Zagrebu preminuo Ivo Škrabalo. Poznati hrvatski filmski redatelj, scenarist i filmski kritičar te političar rođen je u Somboru 19. veljače 1934. godine, a nakon srednjeg obrazovanja, 1952. seli se u Zagreb, gdje je i ostao do kraja života.

Osim bogate redateljske karijere, Škrabalo je bio iznimno aktivan i u političkom životu, prije svega zalagao se za pluralno i demokratsko društvo, te bio prepoznat kao osoba visokih moralnih vrijednosti.

u tijeku je akcija sakupljanja školskog pribora za petero romskih učenika osnovne škole koji nemaju dovoljno sredstava za kupnju istih. Radi se o odličnim učenicima o kojima ste već imali prilike čitati u dnevnom tisku (http://www.jutarnji.hr/romska-obitelj-zahirovic--imaju-11-djece--a-svi-odlikasi--zive-u-desetak-cetvornih-metara-bez-struje-i-vode-/945795) te nam je potrebna Vaša pomoć da im omogućimo normalan nastavak školovanja. Elizabeta, Silvija, Frančeska i Frančesko pohađaju 3. razred, dok Antonio tek kreće u 1. razred.

Pomoći nam možete tako da tijekom radnog dana donesete sve što smatrate da bi im u nastavi moglo pomoći u Centar za ljudska prava radnim danom od 9-17 sati. Također, ukoliko znate nekoga tko bi nam mogao pomoći, molimo Vas da mu/joj proslijedite obavijest.

22.srpnja 2011. godine u Centru za ljudska prava, održana je press konferencija na temu "Pregled stanja ljudskih prava u Hrvatskoj u 2010. godini".

Na konferenciji su govorili: Jagoda Novak (v.d.ravnateljice Centra za ljudska prava), Maja Hasanbašić (voditeljica Odjela za programe i aktivnosti Centra za ljudska prava) i Sandra Benčić (članica Upravnog vijeća Centra za ljudska prava)

Public debate:Education of Roma and prevent of segregation
Human Rights Center in cooperation with the association "Roma for Rome," organized on the 13th July 2011, the public hearing, which was aimed on answering questions on the national and the local authorities appear to enhance the education of Roma and prevention on segregation / discrimination, as well as Croatia and accountable institutions prepartions for taking the lead international initiatives "Decade of Roma Inclusion 2005-2015" in 2012.

Public debate has brought together all relevant stakeholders: the Roma organizations and civil society representatives, experts / starts for the education of Roma, and representatives  of local and national authorities, to one side provides recommendations and guidelines for the planned redesign of the strategic documents of the Government in the area Education of Roma, the other question the policy of integration, or preventing all forms of segregation in the education of national minorities.

On the panel speakers were: Bajro Bajric (Roma for Roma), Jagoda Novak (Human Rights Center), Branko Sočanac (Office for National Minorities of Croatia), Luoisa Vinton (UN Resident Coordinator and Resident Representative UNDP), Mirko Marković ( Director of the National Minority deprtment at MZOŠ), Biserka Tomljenović (Associate Roma Education Fund (REF)), head teachers / principals of primary schools in Kuršanec (Međimurje) Škurinje (Rijeka) Nada Jakir (Senior Adviser to the MZOŠ), Slobodan Vejnović ( Head of the Department of Social Services in Čakovec) and Jasmina Papa (UNDP).

Conference on amendments to the Law on Free Legal Aid
Centre for Peace Osijek, Center for Peace Studies, Human Rights House and the Human Rights Center, organized a conference on amendments to the Law on Free Legal Aid, which took place on 14th June 2011. from 10 to 15.30 hours, at the Human Rights House, Selska 112c.

Since the amendments will ZBPP and follow the decision of the Constitutional Court (UI-722-2009), this discussion was to talk openly about the obstacles in the implementation ZBPP's, and her focus on concrete solutions to the efficiency and integrity of a BPP- . Desire of the organizers was to present a comprehensive proposal of amendments to the Law on Free Legal Aid, which is supported by 21 registered pružateljica BPP-A, along with seven other ljudskopravaških organizations / institutions.
At the conference were the organizers of the conference Jagoda Novak (Centre for Human Rights) and Sandra Bencic (House of Human Rights) said representatives of civil society organizations that are also signatories to the proposal and izmejna ZBPP-a (Ljljana Christmas Krstanović), prof. Alan Uzelac (author of the international study on the effectiveness of the BPP in Croatia and head of the Legal Clinic in Zagreb), Robert Peček (Senior Advisor to the Constitutional Court), Pusic (President of the National Committee for Monitoring Accession Negotiations with the EU) and Mladen classics (Croatian Bar chamber).

Round table:Environment protection trough new Criminal Law
The third round table in cooperation with the Ministry of Justice and the Center for Human Rights on the draft new Criminal Code, dealt with the protection of the environment. Head of the expert working group for drafting a new Penal Code from the Ministry of Justice, Professor. Scepticism, is introducing a new Title XIX of the Criminal Code "Offences against the environment". The two-hour discussion of all articles listed Heads CC participated in about twenty representatives of civil society organizations (eg, Eko Kvarner, Green Action, Friends of Animals, GONG), as well as representatives of the Ministry of Environment and Physical Planning, Office of the Ombudsman, the Institute Ivo Pilar, Herinrich Boll Foundation, and the highest is the issue of causal relationship between environmental pollution and human health.

Process analyses of making policies in environment area
Centre for Human Rights in cooperation with the Heinrich Böll Foundation - Office in Zagreb, held a regional meeting entitled "Analysis of decision-making process in environmental - energy strategy", 6 and 7 of May 2011. in Slavonski Brod. The subject of the meeting was to analyze the existing processes of decision making in the field of environmental protection, primarily in the process of drafting and adopting energy strategies of countries from the region. The main goal of the organizers was to bring together experts and civil society organizations from the Croatian, Serbian, Kosovo, Macedonia, Bosnia and Herzegovina and Montenegro to through a closed meeting exchanged their experiences and perceptions of existing processes by countries and propose recommendations for their improvement and implementation.

Hold a public hearing, which was officially commenced on 22 April 2011.publication on the website of the Office (www.ured-ravnopravnost.hr) provides an opportunity to civil society organizations and all interested stakeholders to become familiar with the proposal of a new national strategy and its suggestions and comments to contribute to the process of making this most important national strategic documents in the removal of discrimination against women and implement a policy of equal opportunities for both sexes.

Invitation for volunteers for REKOM media campaigne
Youth Initiative for Human Rights of Croatia, on behalf of the Coalition for the REKOM, to coordinate a campaign to collect signatures supporting the establishment of RECOM-a (Regional Commission, which should establish the facts about war crimes and other serious violations of human rights in the former Yugoslavia from the 1991 to 2001.) in Croatia.
Thousands of young people from the region will be the carriers of the first major campaign that will be simultaneously conducted in all countries of former Yugoslavia. Campaign for RECOM will be the largest-ever youth networking in the region.

Centre for Human Rights supports the work of the Coalition for a river.

The HRC delegation visited the president of Croatia
The delegation of the Human Rights Center went to the official visit to the Croatian President's Office. A delegation composed of the Jagoda Novak, Maja Hasanbašić, Aron Pecnik and Ivana Faletar met with President Josipovića and discussed current work areas of the Centre such as: the inclusion of education for democratic citizenship in the educational system, improving the system of free legal assistance, combating discrimination, minority rights, rights of persons with disabilities, dealing with the past and work in the area of the rights to a healthy environment.


Also, there was discussion on plans of joining the Center with Ombudsman office which would ensure long-term independent role of the Centre in it's missions of promoting and protecting human rights, while simultaneously it will strengthen the Office of the Ombudsman, in further dimension of the protection and promotion of human rights. President of the Republic expreeded his gradutude to the representatives of the Centre for their contribution in protecting human rights in Croatia, and expressed strong support for the efforts and work of the Centre in the future.

Improvement of anti-discrimination system in Croatia
Human Rights Center on March 3 2011 held a stakeholder meeting entitled "Improving the system for monitoring the appearance of discrimination in the Republic. " The meeting was organized on the basis of the conclusions of a regional conference on combating discrimination held on 14 and 15 January 2011. in the Human Rights House in Zagreb.

At the meeting with representatives of the Centre for Human Rights participated in the following stakeholders: representatives of the Ombudsman and special Ombudsmen office, the Association HSUTI, GONG, Croatian Law Center, Center for Peace Vukovar, Croatian Independent Unions, Serbian Democratic Forum, Touch Association, Association for the Promotion of inclusion, Croatian Employers' Association and the Independent Croatian Trade Unions.

Overview of anti-discrimination policies:Croatia included
In the published study on the legal dimension of the policy of eliminating discrimination in Croatia, for the first time Croatia was a part of this legal review of EU and national policy of eliminating discrimination. The study's author is Lovorka Kusan and Human Rights Center as an orderer in collaboration with the Human Consultancyjem. The study came in the framework of the European Commission, European Network of Legal Experts in the Non-discrimination Field

WOrking group report on options of HRC and Ombudsman merger
On the initiative of the Croatian Vice Prime Minister for Social Affairs and Human Rights Professor Slobodan Uzelac, organized by the Human Rights Office of the Croatian Government, on January 12 2011. in the premises of the Croatian Government's was held presentation of the Report of the Working Group on the possible consequences of the merger of the Office of the Ombudsman and the Center for Human Rights with the aim of rationalizing the system of protection and promotion of human rights in Croatia. The present report were produced by Prof. Anamaria Musa and Dr. Viktor Gobac the Law Faculty in Zagreb, Mrsc. Denis Redžepagić from the Zagreb Institute of Economics.

Evaluation of the Croatian Free Legal Aid Act & implement
Human Rights Center presents the final version of technical analysis, titled "Evaluation of the Croatian Free Legal Aid Act and it's implemenatation / Evaluation of the Free Legal Assistance in Croatia and its implementation"

These are independent and professional analysis and evaluation of implementation of the existing Law on Free Legal Assistance in Croatia, with specific recommendations for its "improvement". Evaluation prepared by independent international experts: Professor Jon Johnsen of the University of Oslo, Professor Georg Stawa, the Ministry of Justice in Austria and Professor Alan Uzelac, Faculty of Law, University of Zagreb.

Conclusions of international Anti discirmination conference
On January 14. and 15. 2011 was held an international / regional conference on combating discrimination in the organization of the Center for Peace Studies, Baba, Center for Human Rights, the Croatian Law Center, CERD, Center for Peace Vukovar and the Association "a chat through life" in the House of Human Rights in Zagreb.

Press release: Review of human rights in Croatia
In order to mark International Human Rights day on December 10 2010. Human Rights Centre , the Office of the Ombudsman and the Human Rights House held a press conference at the Center for Human Rights in Zagreb.

This is the first time that the three main institution for the protection and promotion of human rights in Croatia withdrew together in public, a unified common emphasis on the human rights situation in Croatia, where each institution would provide its insight into the human rights situation in Croatia.

Press conference on state of human-rights in Croatia
In order to mark International Human Rights day on December 10 2010 Human Rights Centre, the Office of the Ombudsman and the Human Rights House will hold a press conference at the Human Rights Center premisses, Kralja Držislava 6, in Zagreb at 11 hours.

This is the first time that the three main institution for the protection and promotion of human rights in Croatia speak out in public together, unified common emphasis on the human rights situation in Croatia, where each institution will give their insight into the human rights situation in Croatia. The conference will be in front of the Office of the Ombudsman to speak Ombudsman Mr Jurica Malčić, in front of Human Rights to speak to the president of Homes for Human Rights Ms.Sanja Sarnavka , and in front of the Centre for Human Rights Jagoda Novak, Acting Director.

Press:FLA implementation in Croatia and recommendations
Human Rights Center organized a regional representation of expert report entitled: "Implementation of the Law on Free Legal Assistance in Croatia, with recommendations for improvement, " held on December 3rd 2010. at the Center for Human Rights in Zagreb.

Human Rights film festival:Public discussions
As part of the Human Rights Film Festival, Human Rights Center organized two public hearings:

On December 9. 2010. Public hearings on the subject: "Commission of Truth and Reconciliation", from 17.30 to 19h, Klub Mama, Preradovićeva 18.

On regional initiative for the establishment of inter-state and an independent commission with a mandate to establish and public presentation of the facts about war crimes and other serious violations of human rights in former Yugoslavia, including the fate of missing persons (RECOM), as well as on truth commissions in other countries will be discussed by Maria Thomas, historian and "Impunity Watch" Coordinator for Serbia and Vesna Teršelić, head of the Document.

On December 10, 2010. Public hearings on the topic: "The public and public media in Croatia, from 17 to 19h, Human Rights House, Selska cesta 112c

The notion of the public, as well as the attitude of the public and public media in Croatia will speak: Sinisa Pavic, a journalist, Ph.D. Tena Perišin, editor at HTV and assistant professor in the FPZG, Ph.D. Sanja Puljar D'Alessio, Head of the Department of Cultural Studies, Faculty of Philosophy in Rijeka.
